
Working on behalf of Lidl and site delivery partners Hortons Estates, IPaD provided highways and transportation technical advice to secure the delivery of a new Lidl store in Lichfield, Staffordshire.
To ensure planning approval, IPaD provided advice on the following key aspects of the scheme:
- Appraisal of likely movement traffic movement profiles from the site that would include vehicle transference from existing store locations using gravity modelling techniques and store catchment calculations.
- S278 design of new store access junction off the existing Eastern Avenue highway that serves as the primary distributer/ bypass route around the northern edge of Lichfield.
- Modelling of key off-site junctions to ensure that additional vehicles can be accommodated without additional congestion.
- S106 negotiation with the local highway’s authority to calculate a developer contribution towards a junction improvement scheme at the adjacent Trent Valley Roundabout as identified within the Lichfield Local Plan.
- Assistance with parking demand assessments and car park layouts.
Delivery of the site was tied in with a hybrid application that also sought wider outline permission of on-site non-food retail units and accompanying residential land use on an adjacent plot of land. Transport and highways technical advice provided by IPaD also extended to include these uses as part of the outline application.
IPaD was retained to assist with the discharge of consent on reserved matters applications for individual plots, and was also asked to support with Section 73 applications to demonstrate the highways and transport implications for proposed changes of use diverging from the original outline consent and any further negotiations with regards to S106 contributions towards off-site works.
