
IPaD was requested to assist with a Section 73 change of consent application to support the inclusion of an Iceland Food Warehouse unit at the Imperial Retail Park in Lichfield. The unit that was being proposed to be occupied by Iceland was previously consented for non-food (white goods only) type use and IPaD was brought in to determine what likely traffic impact and parking demand was likely to arise associated with the proposed change of use.
Net traffic analysis was undertaken to determine what additional traffic and parking demand was likely to result as part of the proposals and to determine a revised S106 contribution towards off-site works on the basis that the food store use would increase generated traffic levels during peak periods.
As part of this, IPaD was able to successfully challenge the Highways Authorities initial position with regards to a suggested S106 contribution, successfully arguing down the total overall level of contribution from circa £130k down to circa £50k. This involved detailed ongoing discussion and offer of assistance to the highways case officer so that IPaD’s revised case could be fully understood.
