
Working with Waitrose/ John Lewis Partnership and their delivery agents Opus Land Ltd, IPaD provided support for the delivery of the recently opened edge of town food store located off London Road in Worcester consisting of 40,000 sq.ft of retail space, and parking for up to 285 vehicles.
IPaD provided support through the planning and S278 scheme delivery for off-site junction infrastructure which included a new signalised site access junction off London Road. To support these outcomes, IPaD provided technical assistance for the following critical items:
- Assistance with Retail Impact Assessment calculations via Geographical Information Systems (GIS) analysis and store catchment forming analysis.
- Assistance with road traffic noise and air quality analysis.
- Assistance with NMU strategy for the store to include integrated pedestrian crossing facilities as part of site access works and connectivity to existing bus routes.
- Car park and servicing access design.
- Delivery of both planning technical submission documents and post-planning S278 detailed design package for technical approvals process.
- Support at Public Consultation and Parish Council events.
- Support with discharge of conditions and S106 signoff.
- Identified Scheme Principal Designer and delivery support for S278 junction works.
To add value to the scheme, IPaD successfully negotiated for a reduction in S106 contributions, to the value of circa £120k, towards generalised wider off-site transport improvement schemes via a CIL type levy mechanism. The revised figure was fully justified by detailed analysis of off-site traffic impact analysis, and subsequent challenge to the Highways Authorities initial suggested figure.
