
IPaD has assisted with the delivery of the redevelopment of the former Rolls-Royce engine manufacturing facility on the edge of Coventry, transforming the site into a new aerospace and technology manufacturing hub of up to 2 million sq.ft total land use.
IPaD helped with both the outline planning for the entire site, and detailed individual on-plot planning applications to include provision of technical information to support the planning submission packages as follows:
- Managed the delivery of a microsimulation modelling evidence base that identified the requirement for a S278 improvement scheme at M6 Junction 2 and new spine road secondary access onto Combes Field Road.
- Supplied full transport assessment documents that considered the transport and highways implications for both the wider site under the outline planning and individual plots and wider transport implications of the site. Part of this work included identification of a baseline traffic ‘envelope’ for the wider site and ensuring that upcoming individual plots could be delivered within the framework of this envelope.
- Provision of technical summary statements that provided operational justification of proposed on-plot parking levels.
- The submission of Framework Construction Management Plans to demonstrate how negative impacts of the site construction process could be mitigated.
- Completion of Freight Management Plans to set out how road freight would be managed once the site is fully operational to ensure that surrounding sensitive areas including the village of Ansty could be fully protected from the negative impacts of freight movements.
- Completion of a site-specific travel plans for individual plot occupiers that built previously on the wider site framework travel plan developed in support of the outline planning application to ensure access to the site via non-car modes could be maximised and how use of more sustainable forms of transport could be encouraged.
Assistance with the provision of data to inform both the Noise and Air Quality assessment process and assistance with the completion of a Health Impact Assessment (HUDU) for the site.


In addition to the planning application process listed above, IPaD continues to act as the principal designer and overseer of construction works in the delivery of all on-site and off-site highway schemes, to include delivery of on-site central spine road works and plot access routes; a S278 scheme improvement of the site access junction onto Combe Fields Road; and upgrades to the existing M6 Junction 2 signalised roundabout.
