Tunstall Arrow Scheme – Stoke Upon Trent

Working alongside site delivery agents Network Space, Infrastructure Planning & Design has been retained to provide assistance with the delivery of multiple phases of new industrial site located to the northeast of Tunstall in Stoke Upon Trent.

IPaD involvement to date includes assistance with the submission and approval of an original 2015 hybrid planning application for Phase 1 units located on the southern side of the Stanley Matthews Way (SMW) road corridor (known as Tunstall Arrow South), and a more recent 2019 outline planning application for the second phase delivery of plots to the northern side of the site (known as Tunstall Arrow North).

In addition to providing the typical package of information required to support the planning application such as a Transport Assessment and Travel Plan documentation, IPaD was able add value to the scheme as part of both the application and build process in a number of ways.

IPaD was able to advise against the original highways authority recommendation for the applicant to submit a stopping up order via Section 116/ 118 of the Highways Act to relocate the position of an existing stub road access into the southern site, and instead advocated for a land transfer via Section 256 of the Highways Act. This was successful and negated the need for a public consultation process and for transfer of funds between parties.

IPaD was able to assist in the master planning exercise to ensure that best use could be made of the existing stub road to access land plots to the north side of SMW and then successfully argue to the Highways Authority that works could be undertaken as part of a Minor Works S278 application.

IPaD assisted and provided guidance to the client team with regards to a Rights of Way diversions process to divert existing rights of way bisecting through both sites to ensure continuation of pedestrian rights of way between surrounding  residential areas and the site/ leisure areas to the north. IPaD was designated lead design engineer for both major and minor S278 schemes to deliver site access junctions onto SMW.
